Illustrator window moves behind all other windows when you reposition the frame
When selecting a window in Illustrator it immediately falls to the background as I move it around. VERY obnoxious.. this is also happening in Photoshop.
Mac Studio, 64gb, Ventura 13.2.1, latest version of AI and PSD.

Changing the workspace seems to correct the issue until you click on a Finder window, then the problem returns.

Illustrator updated to 29.3 and the issue still persists. I was able to get it to do it consistently and also somewhat avoid the issue.
It starts after opening a document, clicking on another window and then going back to Illustrator, but only when a document is open. If you close the document it miraculously stops, shutting down Illustrator isn't required. Open the document again and you can drag around as much as you want until you click another window.
This isn't a fix but at least its reproducible on my computer and can be avoided. Generally I'm bouncing from one app to the other so it's a pain to keep closing a document, especially as it wipes out the edit history. It's very disappointing this still hasn't been addressed.
Edit: what's interesting is it keeps a "history" of which windows you click prior to going back to Illustrator. So clicking on one Window, Illustrator only hides behind it, clicking two different windows then back, it hides behind those two, three, etc. There's been times where I drag it and it goes to the very back of the 10 - 15 odd windows I have open.

I have been having this issue for over a year. I thought maybe buying a new computer would help but both my previous MBP and now my new M4 MPB both have this issue. It's driving me nuts.

Perhaps this is a combined issue that needs to be resolved with Adobe-Mac collaboration. PLEASE do something :-/
It is extremely difficult to work with multiple programs/window open at the same time.
As I mentioned last year in an Adobe Community thread, It is especially embarrassing when I'm making live updates while sharing my screen in a meeting. Clients don't understand why I keep switching to other windows and can't seam to stay within Illustrator or Photoshop.
I've tried to use the Mac's Stage Manager which is slightly less annoying as I can categorize multiple open windows into groups. This is NOT a fix.

On MBP 2023 M2 Max, MacOS 15.2 and Illustrator 29.2.1, with Illustrator open, when repositioning the full window to another area of the screen, it will immediately hide behind recently focused windows. (browser, Acrobat, etc) I've tested both on an external monitor and the MBP laptop screen.
When attempting to move and the app moves to the back, continuing to hold down the mouse will still drag the app window which you can see peek from behind other windows. If let go and disappears, to bring the window to front requires clicking the app in the lower dock.
This only happens with Illustrator. I regularly use Photoshop, InDesign, Acrobat regularly and none of them seem to have this issue.

this has been REALLY messing with my workflow.
Messes with Photoshop at times too.
I wouldnt be surprised if its stage manager. My company "Upgraded" our machines to Ventura 13.7.1 and thats when my troubles began. Stage Manager is off, by I still feel like it's the culprit. -

Stage Manager. Wondering if that is what the conflict is. The Issue is minimized when i use it basically because it forces all the other apps to the side.
If I must use Stage Manager, I wish it would remember my preferred groupings like personal Workspaces

Obnoxious to say the least. Illustrator 2023-24, Macbook pro 2019 and Studio one using a Wacom tablet.
I finally put in the correct search words and found a work around and this UserVoice submission by changing the (Menu/Window/Workspace to "Layout" Though if I do that, I lose my preferred personal Workspace.
Between issues with View/GPU-CPU toggle, and other Adobe products such Acrobat desktop app's current interface debacle including missing scrollbars), Presenting my work had been a nightmare and embarrassment to say the least.
Let alone reduced productivity.
Please look into this issue.

When I have AI open and select the application's window, AI keeps going behind other desktop windows when selected. I tried resetting preference and that seemed to fix it, but now it is back to doing it. This has been going on for 6+months (started happening after an update).
