UI scaling reverts when using a 4K monitor
I've enabled UI scaling to the second smallest option, and it initially works, but if I open a window from my workspace when the workspace is collapsed into icon view, and then go back to the full workspace view, the UI for the window downscales. Steps to reproduce:
- Set UI scaling to second smallest option
- Restart Illustrator
- Expand Workspace to panels (note UI size)
- Collapse Workspace to icons
- Click on an icon to open window
- Click on the same icon again to collapse the window back to the Workspace
- Expand the Workspace to panels again (note UI size for the window you opened is now smaller)
Note: This only happens if the program is in fullscreen mode.
Illustrator version: 27.9 (64-bit)
Windows version: 10.0.22621 Build 22621 (Windows 11)

It occurs with all panels, not just Properties.
I'm using a 4k monitor, I'm not sure if that's relevant. The resolution is 3840x2160.
When I try to replicate the bug on my 1920x1080 monitor, it doesn't seem to occur.

Does it happen only with Properties, or with any other panel?
