Strange behaviour when scaling rectangles
In Illustrator 28.4.1 on Windows 11, if a rectangle is rotated to 45, 135, 225, or 315 degrees, it isn't able to be reliably manually scaled. Some edge and corner handles snap to unpredictable positions when dragged.

Can’t make it break the same way still :(
I also tried to change the size of handles and toggle some other options — no luck.
But since it clearly sucks, I wish to dig more.Perhaps it’s something live shapes mess with?
What if you convert these into mere paths from shapes?
Object > Shape > Expand Shape?Does it help to disable corner widgets?
What other snapping options do you have enabled? Snap to Glyph maybe? Snap to Point?
Please try to see if anything influence this. -

Hi Egor. I didn't save the previous file, but I have been able to replicate the same problem on a new document. If you grab and drag any of the edge or corner handles of the purple rectangle (rotated 45°), you should see the problem. The green rectangle (rotated 46°) works as expected.

Also — what settings do you enabled in Preferences > Smart Guides? Please show a screenshot.
