The sending back action will not work
The function to send back on another object is not working.

Victoria, I am not sure if it’s the problem of the Properties panel specifically or something else...
Please try these options:
1. Select the ear piece and use Object > Arrange > Send to Back menu command
2. Try to press the Ctrl + Shift + [ hotkey on your keyboard, which is a shortcut to the same command
3. Open the Layers panel, click the Locate button at the bottom of it to jump to this object, and drag its item under the body object
Do these work?
If not — can you please share the test file, with these main parts of the fox?
