Modal panels for Free Transform tool, Dimension tool, Smooth, and Recolor pseudo-panel get hidden under other floating panels
Free Transform Tool and Dimension Tool have several modes presented in small floating modal panels and appear only when the tool is picked.
However, their z-order makes them hide under other floating panels, making it hard to find these pseudo-panels if a user choose to have real panels floating in the spot.
It’s easy to locate them by hitting Tab, since they doesn’t get hidden like actual panels and toolbars, but you have to know the trick.
I think their order should be above and not below.

Glad you were able to locate it! The problem is still there though, these should be at the top.

Thank you, Egor. The smooth controls were in fact hidden behind my other panels. Works fine, now that I've found it!

Thad, the panel with the smoothing controls tends to get hidden under other panels... it’s a known problem and probably this is what is happening for you.
Try to temporarily hide all panels with Tab and check if calling Smooth works inn this case. Comment back, please.
