Smart guides don't snap to or highlight guides when there is an object nearby
I don't know if this is mentioned in any of the other smart guides bugs, it didn't look like it. I have a guide that I need the reflect tool to snap to with smart guides. However, when I try to hover over the guide where an object is, the smart guides just don't recognize it, I have to go to where the guide is over the artboard to get the smart guides to show up. It may be because the guide is on the layer behind the art, but that is my locked reference layer, and I want it there.

I did some testing and found that my illustrator has a weird problem on start up and couple other times while running it (I think maybe when loading a large library with 2000+ swatches not sure though). Basically, my guides are always set to locked (ctrl+alt+;) but sometimes on loading the icon in the properties panel is not pressed in or whatever the term is. I think my illustrator gets into a state where the guides are neither locked or unlocked causing this issue. I found this morning that pressing that button a couple times fixes my issue.

Can’t reproduce.
I tried to put a guide in a separate layer with an artboard-sized image (both above and below), locked the layer, and tried to see if Reflect tool sees the guide when I try to hover over the guide with it to place the pivot... no problem, it sees it when I try. Perhaps I do it somehow differently.
Brendan, can you recreate this in a simple test file and share it here, please?I’d advise Sharex to grab screenshots and videos, but it won’t record clicks on video, you’d have to use other apps to enable this... so ignore my advice :)
