Unable to move Layer into Sub-layers
Illustrator makes no sense. I have a Layer full of vectors, but when I try to insert that layer into another layer to become a sub-layer, Illustrator refuses to acknowledge my request. In what world would prohibit me from such a simple task?

You can’t drop a sublayer 'Layer 63' into a 'Group' group within the top 'Rider (Portrait)' layer.
Layers can’t be nested into groups. Groups are considered to be objects, and layers aren’t.
These differ by design. You can see that layers have a tringle in the top right corner of their rows when selected, and groups don’t (names can deceive).What you should do is to select your group first and use the 'Collect in New Layer' command from the panel’s menu.
Then you can ungroup the group within the newly created sublayer (if needed) and now nest your 'Layer 63' sublayer inside of this new sublayer.
