Tool tips keep popping up

Tool tips are always randomly opening and staying open something even when I am on other side of screen. Hard to take a screen shot, as when I click to screen shot the tool tips disappear. It's been happening on 2 different machines running Sonoma for about 1 year. Never used to happen.
