Resizing using bounding box with Snap to Point enabled acts as if constrained to an arbitrary grid
With Snap to Point enabled, resizing with the corner of the bounding box snaps to what seems like an arbitrary grid. Smart guides disabled. Snap to grid disabled. Snap to pixel disabled.

I confirm this.
Disabling Advanced setting in Smart Guides changes nothing.
No problems like this in older builds, like CS4 or CC2017.(Edited by admin)
