Un-tabbed document (i.e. dragged out of application frame) jumping to font

Fairly recent issue following a Mac OS update.
I have a number of documents open/tabbed in the application frame.
I drag one out of the application frame in order to work on it while conveniently being able to view another document in the application frame behind.
I click on the document in the application frame to make an adjustment and the un-tabbed document jumps in front.
Repeatedly clicking the document in the application frame does eventually give it focus but the un-tabbed document will always randomly jump to the front without me clicking anywhere near it.
Tried resetting prefs etc. and turning application frame on and off but the issue persists. Using Stage Manager is not an option which works for me.

Actually not so bizarre as it's apparently a well known bug - still not fixed. Here is a response from Google AI:
