Artboard Names changes revert if names are tabbed between.
When updating multiple artboard names via the Artboards Panel, pressing Tab advances to the next artboard name. However, if multiple artboard names are changed this way, and the changes are reflected in the panel, these changes are not reflected in the export artboards panel, and clicking in to edit any artboard name again causes them all to revert to their previous names.

@Egor
I tried to replicate it myself on a fresh document, but was not able to thus far. . It's generally happens on files where I have numerous artboards (20+) and a lot of elements in the file, and when I have been working in the file for bit.
One theory I have is that only manifests when all of the History States are full, i.e. when in Performance settings History States has been set to "50" and 50 actions have been taken. I will try to document it when it pops up again and make note of the circumstances that led to it.

The first artboard name frequently reverts to Artboard 1 even after specifically naming it. This is a nuisance when exporting artboards and one is missing its name!

This is not the first time I hear about this problem, nut so far I can’t reproduce this.
Dan, can you try to reproduce it with a blank doc and record this on video, please? -

Addendum: This appears to primarily be an issue when I have tabbed to subsequent artboard names and then used Shift+Tab to go back to previous artboard names.
