Double-digit numbered bullet points are adding additional space after the number. This is happening with certain fonts (adobe and non adobe) as well as certain font sizes.

Melanie, the symbol between the number and the text that get inserted by the list is Tab — and these are controlled separately by the Tabs panel you can open and set one. When no tabs are set, Ai has to use a default value — and this is what happening for you, it seems. Take a look at the image. Hope it helps!

The Options dialog is not working to fix the indentation. Switches the number 10 to a number 1 when the indent is 0. Is there a solution?

This probably happens because the assumed indent / tabulation position is exceeded with the two-digit list item... but instead of automatically adjusting the position of the first tab (like every other app with automated bullets does), it goes to the next default tab instead.
The gap between numbers/bullets and text is controlled be the Left / First Line Indent values, which can be changed in Options dialog — press little down arrow (it says 'See options') next to the Bullets or Numbered List buttons, then the three dots button ('More options').
These values behave like the normal indentation values you can edit in the Paragraph panel, and they are also not relative, but absolute. If you scale the text the way there is not enough space to fit a bullet or a number, it will jump to the doubled values, to the next tab position. Tabs are omitted in this method, and are controlled with the indentation itself.
