Method :
1. Launch Illustrator
2. Create new document with 10 artboards
3. Go to Window > Align
4. From flyout menu select Show Options
5. Change "Align To" option to "Align to Artboard"
6. Select artboard tool
7. Exit artboard tool
8. Observe the Align To option in Align panelResult : "Align To" option changes to "Align to Selection"
Expected : "Align To" should be preservedDo mention if you intended something extra via this bug.

we can’t reproduce the issue on the latest version of Illustrator. CC 2014 was not supported on 10.12 we advise an upgrade.

The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.

As you probably know, Illustrator today allows to change this behavior with a dedicated option in Preferences > Selection & Anchor Display section.
However, it’s not that accessible, especially when you are already move and copy your artboards.
If you wish this option to be more exposed, consider upvoting this request: Display Move Locked and Hidden Artwork with Artboard option in Control panel and Properties while using Artboard tool / mode

Illustrator allows option to Simulate Color Paper, whereby user can pick any color as the background. (This is accessible from File -> Document Setup)

I am happy to share that we have fixed this bug in our latest release – 24.3.0 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

You can align to an object you choose to be the key one.. Click the object you want to use as a key the second time and Ai will use a bolder edge to highlight it.
