The team has made fixes related to this problem.
Many script commands that were causing this error now won’t trigger it. Two commands though, Last Filter and Apply Last Filter would still give error because they are not exposed on UI as well.

This issue has been fixed and released with Illustrator latest release - 29.2
Please update to latest version from Creative Cloud Desktop.

Most probably Constrain Angle in Preferences > General is not zero.

The problem is not fixed. As reported, the latest Beta build 28.5.26 resets preferences again. Please comment if you confirm this.

You can now select multiple layers in Layers panel. Click the bars (they get highlighted blue) if you want to operate layers and not their content (e.g. to drag to reorder) or click their markers to select their content — circle (target ones) or square (selection ones) next to them. There is no real difference which to pick, but if you want to select a range of layers, using Shift, use target markers.
