as if the shift key is stuck (all functions and operations)
After installing the new version, when in Illustrator, shift key has to be held down or things don't work. It's as if the shift key is pressed and I have to press it to release it, if you know what I mean. If I try to select a new tool and click it in the tool panel - nothing happens. If I hit the shift key and do the same again - works fine.

For me, it was a software issue with my Wacom Intous Pro. I turned off the hotkeys for keyboard shortcuts on the buttons, pen, and touch settings but the issue continued.
I ended up reinstalling the driver which seems to have fixed the issue.

It may be that Snap to Grid is selected. To fix, deselect Snap to Grid from the View menu. Worked for me.

Did you find a solution? Im having the same issues, mostly with Adobe products but that is possibly because that is what I mostly use. Very frustrating.

Did you find out why and fix the issue? its happening to all my adobe programs and cinema4d but not on any other programs I use. very annoying the latest update is even worse. Im on a wireless mac keyboard
