Transform Again (Cmd/Ctrl+D) doesn’t work for Offset Path
Using Offset Path to enlarge an object, works fine. When I use: Transform Again (Ctrl+D) to duplicate the same action and make another larger object it no longer works. It worked prior to Illustrator 2019 when I needed to make a concentric object. Please fix.
Transform Again works with transformations only: Scale (probably what is meant), Rotate, Move, etc. Offset Path is a filtering operation, and won’t be affected with Cmd/Ctrl+D.

I’ve just checked this behavior in several older versions, to make sure; CS4, CS6, CC2017 — none of these treats the Offset Path command as a valid operation to repeat for Transform Again. Offset Path is not a transformation, but a filter operation, that creates a new path based on a selected one. Transform Again works with moving, rotating, skewing, etc.
In your case it was probably Scale, not the Offset path.
It won’t give you the same amount of width added though, the scaling would be relative to the previous shape scaled... but Ai offers many other ways to achieve what you wan (I think): you can make an action that runs the operation and assign it to an F-key, there are several plugins that automate it (by Graffix and Astute Graphics), there is the native Polar Grid tool (it doesn’t have preview, but it does the job).I doubt this comment is useful — 8 years passed! — but perhaps it can serve somebody else.

In CC 2015 it is not possible. Are you sure this was ever an option?
Still, I don’t think that Offset Path is a 'transformation' The original path stays unchanged, so there’s nothing to repeat. Changing position, though, is a transformation in a general sense.
On the other hand, averaging two points is surely a transformation, but it is not repeated with Ctrl+D....If you want to apply several offsets to a path, try AG Offset Path plugin.

In the past, when i made an offset path, after that i could make a "transform again"(cmd + d) but in this last versión (2021) i couldn't, is this a bug?

I can't offset any type of shape and do the "Ctrl + D" trick anymore
Steps:
1. Create a Circle
2. Click "offset path" button on the side menuI'm having problems with video attaching, so here's some snapshots
