Change Scale tool behavior - revert back to scaling proportionately, shift & drag

Illustrator 23.0.1 - Scale tool doesn't work the same as it's been for years!! Ugh!
Please revert to the legacy behavior of scaling shapes, images and text proportionately by using the scale tool + holding shift key and drag to enlarge or reduce size of shape proportionately. This way has been burned in my brain for many, many, many years. My fingers move faster than I can think, and now my logos turn out wonky unless I scale it the long way, by opening up the scale tool and typing in percentages!! No thanks.
For now, how do I get the scale tool to work like it used to? Is the work-around the same for Illustrator 23.0.1, as it is for Photoshop?

Actually, I never met the problem... Photoshop had this (and they finally gave a proper option for that), but Illustrator... we still have to hold Shift to scale proportionally...
Does anyone here experience the opposite? Hold Shift for non-proportional, and proportional when nothing is held? -

Please try to disable the Transform Tools option for Smart Guides in Preferences. Reply back if it does 'fix' the problem, here or in that report above.(Edited by admin) -

Scale Proportionally issue - holding SHIFT will only work if I drag exactly on the 1:1 ratio line If I deviate from that exact line, while holding SHIFT, no scaling occurs. I have tried with real-time drawing turned off, GPU turned off, etc. etc. Still no good.
Using 26.0.3 (64bit) on Windows 10 -

Freshly updated to 25 (Windows). Trying to scale proportionally with SHIFT (while having Smart Guides active) is still a pain, since you'll have to aim for a 45° angle (also says so in the online help).
If I wanted to "aim", I'd not be in need of a hotkey locking the proportions.
