Welcome screen not opening
The welcome screen spins its wheels and the blue ring. Running windows 10 pro version 1809.

When I open Illustrator it has this spinning circle where the last things I was working on should be! I can open a file of any type, new or existing, but where did my history go?? No issues with saving things, no issues with operating once its open. Just make this stupid spinning circle go away! Can anyone help me?

Problem:
The starting screen in Illustrator keeps loading and never really loads (see attached for screenshot).When it started:
It only started yesterday.What I've tried so far:
I uninstalled Illustrator and tried re-installing but that didn't help.
I uninstalled Illustrator and then uninstalled Creative Cloud desktop app and re-installed both, it didn't help.
I deleted all of the Illustrator settings from AppData, still, it didn't help.Help?!
