Align To: keeps getting broken with upgrades, WHY ?

Align To: keeps getting broken with upgrades, WHY ?

Like clockwork. Adobe Upgrades keep disabling USER Align To Preferences.

Can anybody tell me why year after year, upgrade after upgrade, this KEEPS HAPPENING?
