Illustrator Mac - Windowed Mode window traffic lights not working as per UI spec.
The Alt Key is supposed to present options to move the window between different screens and to resize, zoom, go half-screen wide etc. Illustrator 2021 Mac does not do this.

Both Photoshop and Illustrator appear to behave using the very old and simple conventions of the window control on the Mac rather than Apple's latest UI behaviours. I do not use the Magnet app.

@grant — do you still have this problem? In case it’s still there — do you use Magnet app at all? If yes — does disabling or quitting it change anything?
