Guides cannot be moved or deleted
MacOS Monterey 12.6; Illustrator CC, most recent version. Guides, wether old or newly created, are permanent and unmovable. They cannot be moved or deleted. Unlock All has no effect.

Matt, just in case — does View > Guides > Unlock Guides help?
Guides can be locked and unlocked separately.
