There is a problem with zooming the mouse wheel in 29.0
When zooming with the mouse wheel, the zoom coordinates are severely offset.
This issue existed in previous versions and was fixed in 28.6, but reappeared in 29.0

I have upgraded the graphics card driver and updated the Windows system. Currently, the mouse zoom function is working properly

Can’t reproduce.
Do you have 'Zoom with Mouse Wheel' option enabled in Preferences > General, or do you zoom with Opt/Alt-scroll instead?
Does it differ if you toggle Preview from GPU to CPU or completely disable it?
Does it differ if you disable 'Zoom to Selection' (an rather broken option) in Preferences > Selection & Anchor Display?
