Properties panel does not scale in width
In Illustrator CC 2018 (Windows), the Properties panel does not scale in width, so it can not be grouped with other panels (when switching, all panels become equal to the Properties panel in width).
In the transformation section of the object in the Properties panel, you can not change the size proportionally using the Ctrl + Enter shortcut. In the Transformation panel, you can do this.

Shows only part of the tools, and doesn't let to adjust them
It doesn't allow to change the lengths of the tools in the toolbars (on the rights side) / also there is unused space where the tools are. -

Tony-Rome, it’s not only the Properties’ problem. Many other panels in Illustrator have fixed widths on their own: Transform, Align, Pathfinder, Character, Paragraph, Stroke, Transparency...
They start to conform they get stacked with any panel with adjustable width (like Swatches, Appearance, Layers...) Some do it better than the others, but Properties now behaves the same way — it does not prevent the stack from being resized, until a minimal width is reached, which differs from a panel to panel.
While most of panels have the same minimal width, Align is slightly wider (it was done to fit Align To buttons), and Properties is the widest indeed.

It is now year 2022–Q4. This problem is still present. Adobe should place an option to prevent Illustrator from auto-adjusting the width of the panels inside the well. Most of them are indeed fixed to the width of the Properties panel.
