An error occurred while saving the comment Chia, this is because Transform effect applies to visible bounds of your Type on path object. It means it counts in your ascenders/descenders. Thus it's not a bug but a behaviour (which is useful in most other cases I personally have.)
You can tame it by grouping your text with a larger concentric circle with no fill & stroke and then transforming the group (that's what I usually do.)

An error occurred while saving the comment I mean in CC2015. I don't have it and I don't want to install. I know how it works NOW and I agree it snaps with bounding box. But you say it WAS OK in CC2015.

Use Acrobat to print separations or make an action to batch your file if you uses raster output. -

When you shout 'CHANGE MY COLOR', you better spend your efforts not for pushing Shift in blind rage (or factitiously switching Caps), but to explain in common way (which people use when they talk) what do you actually want.If you prefer shouting (thus dropping your chances of getting help) then read manual... no, you can't, you have your eyes poked out :(

An error occurred while saving the comment Same on Windows10 x64. It used to be a second to create new file, now it takes AI 5-7 seconds. Same with opening, +5-7 seconds.

An error occurred while saving the comment You offer even more confusing one :) What if I have mesh inside a group? Mesh is not a path, but tool sill can select it. 'Group Selection Tool' means if selects single object inside groups. Propose a better one.

It seems like several problems got mixed in the comments.
1. Guides made of single anchors (displayed as <Guide> in Layers) are displayed correctly in the latest versions of Ai when View > Guides > Show Guides is enabled (although they are rather small).
2. Illustrator does not draw centerpoints for ellipses while moving then in GPU mode — a know problem, reported separately here: http://illustrator.uservoice.com/forums/601447/suggestions/39740689
Please upvote it if you want to see edges while moving.
3. Show Edges option gets occasionally disabled — gets fixed with Cmd/Ctrl + H. Edges still won’t be drawn when GPU Performance and Real-Time Drawing and Editing options are enabled in Preferences > Performance, only when you switch to CPU mode.
If your case is nothing like this — please comment and share details on the problem, with steps and screenshots or videos.
An error occurred while saving the comment I assume that something was wrong in your 2018 settings, because 'That little magenta X shows up in earlier versions' actually is not what it should work like (at least for me and based on my experience). It's a 'center', and it's toggled on for every created ellipse or rectangle (and can be manually changed in Attributes). It gets highlighted if you have Smart Guides on (and snapping to grid off) and hover over the path, or always visible when you have object selected (but it IS broken in 2019 and NOT showing when you MOVE art, when 2018 does it OK).

An intended way of doing that is to use Object > Transform > Transform Each command. But there is no way to rotate objects right there on canvas with the Rotate tool. If you want the mode for Rotate tool to do that, vote here: https://illustrator.uservoice.com/forums/333657-illustrator-desktop-feature-requests/suggestions/46268581-rotate-objects-separately

Please add this option and make it not default.
Ike, I'm not sure if I got his right, but it depends on the order of operations you do before submitting file to printing shop. If you 'Create Outlines' first, then object will shift, because now Transform effect applies to outlines. But If you 'Expand Appearance' first, then everything will look fine.
Transform effect behaves weird sometimes when applied to live text, but some things can be avoided.
