We have rolled out a release yesterday which gives the capability to turn this off through a 'Don't Show Again' option available in the popup dialog.

In general, I hope Adobe will keep in mind that many of the paying customers are professionals in artistic and scientific fields, who have deadlines and goals that affect company finances. Interrupting the workflow is not just annoying.
I can understand new feature announcements upon launch, but please do not interrupt our jobs at random (and possibly critical) times. It's been said that people aren't reading the new feature announcements. Adobe should ask why that is rather than trying more aggressive ways to get us to read them.

The team again asks for help with this issue, since there are not specific steps they can try to reproduce it — the nature of the bug is random.
If you are a Windows user, the next time you spot a missing or a duplicated number in Artboards panel, please follow these instructions below.
1. Open Task Manager
2. In Details tab, locate 'Illustrator.exe'
3. Right click it and choose 'Create dump file'
4. Wait until the dumping process is complete and click 'Open file location' button
5. Find 'Illustrator.dmp' (sorting files by date helps) and compress it with any archiving utility
6. Upload the archive to a file hosting service of your choice and sent the link for download to sharewithai@adobe.com. Please use the subject 'Artboards numbering bug dump'

Thank you all for reporting this issue and providing us your valuable feedback.
What we have found out so far is that this issue can happen in multiple workflows. For clear tracking, validation and closure. We will closing this thread for given below two scenarios which we believe are fixed now:
1)Double click any Ai file to launch Illustrator
2)Placing files in Illustrator via Bridge.For two other scenarios that we know of that can cause this, we have created a separate thread :https://illustrator.uservoice.com/forums/601447-illustrator-bugs/suggestions/39220189-ai-displays-the-start-screen-on-opening-the-file-a .If you are encountering the below mentioned issues with latest Version (24.0.1 on Mac and Win), then please vote on newly provided User voice thread and provide Test File via File→Package, Video and steps via dropping email at sharewithai@adobe.com along with this thread link so that we can identify and fix the root cause.

Hi Everyone,
We have fixed this bug in our latest release – v 24.2.1 which is available worldwide now. Thanks for your patience on this.
Please note that after upgrading you might still see that Align To sets itself to Align to Key Object. If you see this, please manually set the Align To to the required setting, and this reported bug will not happen again. You’ll need to this one time only.
The reason Align To might get set to Key Object after update is because Ai remembers your last Align To on subsequent launches as well. So, if your last Align To was Key Object before quitting/upgrading, after first multi-selection, it will set itself to Key Object. After you manually change it one-time, it will work fine.

I hope all of these type of in-app nags can be turned off in the future. I hope Adobe will keep in mind that many professionals in the scientific and artistic fields use their software. We work on time-sensitive projects and interrupting our work at random (and sometimes critical) times is detrimental to your users. This isn't about frustration, it's about our jobs. Adobe should examine why these new features are not getting the adoption they want rather than resorting to these aggressive and inconvenient methods. Be at peace with the idea that not everyone is going to love your update and some of us just want a stable, bug-free tool.
