Locked Layers No Longer Safe?

I have the lock icon turned on, pull up Blob Brush or Text or any other tool, locked layers below still active. HELP!!
Layers also active when I turn them off completely (no eye icon).
Really need help, slowing down workflow a lot

    Sean, does this still happen with the latest release?
    If it does — can you please record a tiny video depicting the problem? Not sure I get what’s happening or just can’t replicate it.
