Saving as SVG changed in 30.5.1 and no longer respects artboard
Beginning with version 30.5.1 (apparently), the full size of the artboard is no longer used when saving to SVG, but instead the bounds are reduced to fit the artwork. This is breaking my workflow with tools used downstream where I need the fixed sized artboard that I'm using. I reverted to version 30.4, and the problem went away.

Tried to check if the Save a Copy behaves like this with 30.5.1 and Windows 10 for me, with Use Artboards enabled — alas, it worked for me... so it must be something non-global...
As for the suffix — it’s even more odd.
Both Save As and Save a Copy don’t offer the 'Suffix' option we get when using the Export dialog (and I thinks it’s a miss, since we might need it with more than one artboard).
When I tried to Save As SVG (with 1 artboard only!) I expected Ai to skip the '-01' suffix (or at least give me a choice, like said above). But the file got the '-01' in the name.
So I presumed Ai can keep the value of this option from the Export As dialog (even though it doesn’t show it).
I run Export As... and the option was disabled in it (or did get disabled, since it’s 1 artboard only).
I then tried to Save As SVG again — and suddenly the produced file didn’t have the suffix in its name anymore. Please try this and see if your Ai behaves similarly.

When I check the Use Artboards box with the Save As command, AI appends "-01" to the file name. I need the SVG to be saved with the full size of the artboard without that box being checked as it was in previous versions.

I am using the Save a Copy command and selecting SVG as the file type. Checking the Use Artboards box has no effect, and the results are the same either way. I just tried saving with the Save As command, and it does work correctly when the Use Artboards box is checked, so it appears to be something that changed specifically with the Save a Copy command.

Which method do you mean exactly? Save As, Export As, Export for Screens?
I test this, with the 'Use Artboards' option checked where exists, and the result includes the artboard as expected, in 30.5.1 on Windows.
Please share more about your workflow and options used.
