The team has encountered several issues with this feature. It requires them to change the basic algorithms and it is going to take them more time than anticipated.
While it still works in Beta 28.8.0.7, the next Beta build will have Inside/Outside aligned strokes for open paths disabled. The Beta is scheduled to be live on 7th of August.
Once this is ready to be enabled back, the team will update the status.

As stated in an update at forums, there is a solution.
A backend fix has been applied. Please restart Illustrator to see if the issue is resolved.
If it persists, follow these steps:
1. Close all Adobe apps, including the Creative Cloud desktop app.
2. Navigate to the following folder location:
Mac: ~/Library/Caches/Adobe/CCX Welcome folder
Windows: %userprofile%\AppData\Roaming\Adobe\CCX Welcome\
3. Locate the folder named CCX Welcome and rename it to CCX Welcome.old.
4. Relaunch the Creative Cloud desktop app, then reopen Illustrator.
Leave a comment if this resolves the issue or not.

The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.
Please test it and comment back!

Dear Users,
Introducing Selective Vectorization in Image Trace: Introducing the capability to selectively trace objects from a Raster Image. To use this capability:
- Select the selective vectorization tool from Image Trace Panel
- Hover over the Embedded Image, it will annotate the selected regions
- Use Up/Down arrow key to adjust the selected regions
- Clicking will select that part of image
- Use Shift key user can add to selection
- Use Option/Alt key to remove a selection
- Trace the Image
Note: Selective Vectorization only works on embedded images.
Known Issue: Annotation might appear incorrect when Image is scaled after place and embed.
