This behavior is most probably cause by Paste Remembers Layers option, accessible in the Layers panel’s flyout menu.
When it’s enabled, Illustrator tries to paste copied objects into their original layers.
If the option it disabled, but it still does not work as you want it to, please reply back.

The team again asks for help with this issue, since there are not specific steps they can try to reproduce it — the nature of the bug is random.
If you are a Windows user, the next time you spot a missing or a duplicated number in Artboards panel, please follow these instructions below.
1. Open Task Manager
2. In Details tab, locate 'Illustrator.exe'
3. Right click it and choose 'Create dump file'
4. Wait until the dumping process is complete and click 'Open file location' button
5. Find 'Illustrator.dmp' (sorting files by date helps) and compress it with any archiving utility
6. Upload the archive to a file hosting service of your choice and sent the link for download to sharewithai@adobe.com. Please use the subject 'Artboards numbering bug dump'

It is not clear to me if artboards are of same size or different sizes. When we paste an art we take into account artwork’s relative position from the artwork where it was coped from. I have attached a gif to demonstrate my point. if you look at the second circle it is placed outside of other artboards due to relative position in its original artboard.

If yes, then please let me know the following:
1) Is this Issue still happening on your machine in the latest version 25.2.1 ?
2) If yes, kindly provide some video, Test file(Via File→Package), OS version of your machine & some steps with which you are facing issue and share with us at ShareWithAI@adobe.com in a Zip file.Please mention the title of this issue as the subject of the mail.

It never worked, but Adobe keeps saying the problem does not exist or it needs more info. Please, stop being lazy. The Jorge Rosillo post is from 2019!!!!! Solve the problem or kill the feature.
I'm using a MBpro 32MB OS 10.15.7 and AI 26.1.
Again: it is not a new problem. It has been happening for years...

I'm running the 25.2.3 version on a MacBook Pro i9 32GB OS 10.15.3.

Ashutosh Chaturvedi | Sr. Quality Engineering Manager – IllustratorAn error occurred while saving the comment eduardo asta commentedYeah, it also happens with me, specially when using the Graph Tool. It doesn't matter which OS, hardware set up or Illustrator version. It is an very old issue.
You try to copy/paste text (a word, tab separated or a list) from/to Excel, word or TextEdit and it stops working on Illustrator (and only with Illustrator). It maybe loses the tabs or maybe you can't paste it.
You need to use the menu (counter productive) and even the menu stops working eventually.

It is a very old bug. It doesn't matter which Mac OS or Illustrator version you have installed. After working a few doing charts, Illustrator stops accepting pasted data. Adobe doesn't care about as they doesn't care about copy/paste in place on artboards (another annoying bug).
