Create Outlines shortcut not working (Shift + Ctrl + O)
Keyboard command Ctrl + Shift + O does not "create outlines" for text. I have to manually go to Type > Create Outlines

It turns out some AMD Software uses this key. Disabling it solved the problem. If you are sure you don’t have any AMD software at all, and you can’t find anything else installed that might steal it, comment back.

For the sake of search engine indexing: the software title that was causing the issue was (AMD Software: Adrenaline Edition) Toggling the hotkeys 'on' within 'AMD Software' disables the shortcut in Illustrator. Toggling hotkeys 'off' within 'AMD Software' frees the 'ctrl+shift+o' shortcut up instantly.
While it doesn't specifically list it as a shortcut I can only assume, based on ChatGPT's recommendation of it being there, is that at one point it was and on a newer version they forget to take it out. And while it doesn't do anything it is taking precedent/priority over other shortcuts. I will contact them to ask them to remove it.

I had a similar problem back ago in the age of Skype, with it stealing my Ctrl+Alt+Shift+D hotkey, at the super low OS level — very rude of it. Both glad and a bit sad the app is gone. Teams is meh. Closing the report! Thanks again for popping back! -

3rd attempt at using AI to help and ChatGPT finally came in clutch. Apparently some AMD software that I'm using was the culprit. It doesn't mention the exact 'ctrl+shift+o' keyboard shortcut but I disabled hotkeys within the AMD software altogether and I finally have my 'create outlines' shortcut back!
What's crazy is Chat remembered I used that software based on some screenshots I sent it a month ago. The last two times before when I tried to get Chat to help me it didn't know that. Before we know it Chat will be working in the background to solve our past issues for us as it gains new info. Ah, the world we live in.

Find what other apps are using this specific shortcut key, and make sure you disable it for them. In many cases, it's the AMD Software; go to HotKeys in the app settings, and turn that off. That keybinding conflict will be instantly resolved.

John, when you check Keyboard Shortcuts dialog, Menu Commands, Type — does it have the hotkey defined there?
Can you see the hotkey displayed in Type menu next to the command’s name?
By any chance — do you have CapsLock pressed?
Have you installed any apps recently that can potentially mess with keys? If you run Illustrator and nothing but Illustrator — does the hotkey work?
Have you noticed any other similar command failing their shortcut?
