MAJOR ISSUE: The new update does not let you decouple horizontal and vertical sizes!!
The new update does not let you decouple horizontal and vertical sizes. I've unlocked them and toggled every possible option. Ex: I have a 3x5 shape, and want to make it 4x5. It will ONLY make it 4x6.7516 in. HUGE ISSUE.
We have fixed this issue in our latest release - 30.7
Please update to latest version from your creative cloud application and share your observation.

The left part of the Control panel is not shown in the video you shared — does it say 'Rectangle' or 'Path'?
Does it happen with any other object in this document? in any new document?
If this is the only objects that misbehaves, can you paste this border into a doc and share it here, please?...and just in case, can you check if Caps Lock is on?

If I have a rectangle for example and I unlock the width and height so that I can change the values separately, If I change the width or height (size) the object transforms proportionally.
Example:
Object 500 H x 500 W px (locked):
If I change H -50px I get 450 H x 450 W px.#Problem
Object 500 H x 500 W px (Unlocked):
If I change H -50px I expected to get 450 H x 500 W px.
But what I get is 450 H x 450 W px.
