Illustrator does not open files or create new files; macOS High Sierra 10.13.3
I'm running Illustrator CC 2019 on a MacBook running High Sierra 10.13.3 I cannot open files or create new files at all.

I had to open preferences and check on "Use legacy "File New" interface" to solve the problem

I found a fix, but it wasn't really a solution. I had backed up my Keyboard Shortcuts and Workspace and added them to 23 after install. I removed them when I was still having the issue, and it seemed to fix the problem
However, it meant that I had to totally rebuild my workspace (which consumes one screen alone) and my keyboard shortcuts. So, not a solution, but it did fix it.

This is happening to me now, as well. It started out as a random issue, not with every file. Now it is consistently every file I open or try to create.
