Scaling object(s) is causing the associated bounding box to become a shape ('expanded object' appears on the screen after scaling).
Seems to be occurring repeatedly - updated/reinstalled Illustrator 2019, which had received it for a short period, but now it has re-emerged. Driving me mad! Seems to occur more with smart guides and holding the shift key.

One of our first troubleshooting steps based on something our IT guy found/heard somewhere was to uninstall fontbase, but that did not fix the issue for us at the time. I suspect it has something to do with the fontbase associated files which were located in the Adobe CEP extensions folder before we deleted it. I don't believe that folder was deleted when we uninstalled fontbase.
The folder has since been re-created by fontbase on my system, the folder is called "com.fontbase.activator" on my windows 10 workstation. Contained therein are the following items (bottom two are files, the others are folders):
CSXS
html
js
jsx
META-INF
mimetype
package.json
The folders contain various javascript, xml and html files.
It was also noted that we did not experience any issues until we upgraded fontbase to the pro version, for what it might be worth to anyone.
to mathewm, I an currently unable to reproduce any issues listed, including with object > path > offset path.

Still a huge problem that remains unaddressed. Had a senior staff member remote in and heard nothing for 10 days, the response I got was by emailing him twice. Last email I got back said he'd be calling me 10 minutes later and didn't. By his own admission however, Adobe apparently are "clueless" to what the problem is. Totally unacceptable. Nothing I do fixes it, Dropbox, Fontbase etc. have zero bearing on my Windows 10 machine. It's a problem with Illustrator that can only be addressed by them.

No! Basically, if you run more than a single document the bug is horrendous. Turning off Dropbox or similar seems to help. Crazy situation that doesn't seem to be picked up on here.

We've now been seeing that a different user logged in with a 'fresh' account and preferences *on another user's workstation* does not experience the issue, whereas they do on their own workstations:
User A has this issue.
User B has this issue.
User C apparently does not, or has not reported experiencing the problem.User A logs in to User B's machine (windows 10 sets up new account / illustrator prefs, etc..) Issue does not manifest.
User B logs in to User C's machine (same as above), issue does not manifest.Both User A and B continue to see the issue on their own workstations.

Yes MatM, I had read the latest at the forum. I have been able to verify that the drawing issue only seems to manifest when more than one document is open.

Sorry, Lance, I wasn't very clear on my post, I was rushing the post. If I'm honest they can be barely considered fixes really. Basically, if you have nothing running like Dropbox / Fontbase etc and don't have more than one document open the issue disappears. Not sure if you've just read the forum link but I added last night that I'd been onto tech support again and they're escalating this issue (hopefully).

I have read over the post linked below. We here see similar/same issues, and we have fontbase. I believe our IT dept attempted a fix by removing/deactivating fontbase somehow but it was determined not to rectify the issue on that machine..

Lance, I get both of those bugs too. When using the preview dialog box for say, offset path. An example being If I offset the shape by 10mm then decide it's too much and lower it to 8mm, the 10mm box remains and the 8mm is also created, and if I continue to reduce or increase the shapes remain. THen once I press okay I have loads of unwanted boxes.
The link below has the process I went through with tech support and what are the only things that resolve the issue.
Wish they would acknowledge this issue even exists.

Whenever I try to scale an object (could be anything, vector, type, raster) using the mouse Illustrator creates some weird snaps and in the point of the snap it creates a rectangle.
Scaling continues, I can keep scaling the original object but it has created a new rectangle where it snapped. Snapping position is random, it happens even after disabling snapping in the View>Snap to... menu.
The new object behaves slightly differently in that it has a slower preview as far as I can tell. When moving it it just shows up in the new location when dragging, does not move along with the mouse as opposed to regular objects. Everything described has been replicated in the attachment.
This is incredibly annoying as you can imagine, as it happens with any kind of object. Scale a raster image? Get a rectangle. Scale text? Rectangle. Any shape or group? You guessed it - new rectangle.

We're seeing this issue at my workplace as well, last I heard a downgrade to CC 2019 23.0 fixed the issue for at least one of our users, but he lost all of his preferences in the process.
There also seems to be an associated bug with the move / selection tools and the dialog boxes accessed when double-clicking them (the "Move" dialog):
1. Sometimes the click-dragged object will randomly snap back into its original position, as if the user 'dropped' it and immediately executed an undo command.
2. The 'preview' checkbox/feature on many dialogs (scale, move, etc) will bug out; scaling from 100% down to 75% with preview on works, but then entering 100% again scales *down* again instead of back up to 100%. Similar issues with the Move dialog. -
