Adobe Illustrator CC 2019 is not able to generate PDF-compatible files
No matter what I do (re-save as a AI, EPS, PDF, check/uncheck 'create PDF compatible file', etc...), if I save as a PDF, the PDF will show up saying "This is an Adobe Illustrator File that was saved without PDF content" etc... Is this a version 2019 bug??? What am I doing wrong?
Please accept my sincere apology for the inconvenience. Please get in touch with us at any of the other support channels – https://helpx.adobe.com/support.html . Since this is not a generic issue that we can reproduce at our end, we will need someone to look into your machine to figure out what is going on here.

Here is the solution Adobe sent me:
• Close Illustrator.
• Click on the Finder icon on the dock, choose Go on the top> Go To Folder.
• In the Go To Folder dialog box, type "~/Library". Click Go.
• Open the Preferences Folder > rename the Illustrator 24 Settings folder to Illustrator 24 Settings folder.old
Under Preferences, Open Adobe folder and rename Adobe Illustrator folder to Adobe Illustrator.old• Go back to library->open caches->rename com.adobe.illustrator to com.adobe.illustrator.old
• Go back to library->open application support-> open adobe->rename the Illustrator 24 folder to Illustrator 24 folder.old

"This is an Adobe® Illustrator® File that was saved without PDF Content." I get this message in the file when I open up the pdf I saved from Illustrator. How do I get my pdf that I save in Illustrator to save correctly? My programs updated on their own, so I have the latest update.

I am also having this problem. If I open the ai file in Adobe Acrobat I can make the pdf work but that is a pain if you have multiple layers.

Having the same problem over here... every time I want to save a PDF file, all pages are with this text: "This is an Adobe® Illustrator® File that was saved without PDF Content.
To Place or open this file in other applications, it should be re-saved from Adobe Illustrator with the "Create PDF Compatible File" option turned on. This option is in the Illustrator Native Format Options dialog box, which appears when saving an Adobe Illustrator file using the Save As command." -

I noticed if I was to save a PDF file in CC2020, a customer using CC2014 is unable to open it. I compared the PDF files to see how it is different.
If a PDF was saved using CC2014 it generates the colors like this:
[ /Separation /ATHLETIC#20GOLD /DeviceCMYK << /C0 [ 0.000000 0.000000 0.000000 0.000000 ]
But If a PDF was saved using CC2020 it generates the colors like this:
[/Separation/ATHLETIC#20GOLD/DeviceCMYK<</C0[0.0 0.0 0.0 0.0]Due to this settle difference, can this be the reason why the file is unable to open in CC2014?

Let me assist you,I understood that you are unable to save the file in pdf format right ?
That's not the bug your Adobe pdf preset are changed that need to be set to default.
