Option Click with Scale tool and typing 120%. OK
Move. OK
Option Click with Scale tool shows -35.5% instead of 120%
Edit: Maybe unchecking GPU Performance in Preferences is a solution.
This issue is fixed in Illustrator 25.2.1

I have the same issue, just started with IL 2021 on newest MacOS.
Last week it was giving me random options when I'd use the scale dialog.
That seems to be fixed but now it's ONLY giving me exactly the last scale I put in there.While that is good, it's missing one KEY thing I used to use scale for and that's for finding out how much to scale something.
So I would scale something up by eyeball via dragging and that may ended up being something like 123.7782%, something I would never have been able to guess.What USED to happen (that I liked and used a LOT), is that when I would then pick something else to scale and just pressed enter, the box would come up with that last scale value.
That was PERFECT. That allowed me to scale something else up by that exact same value that I last scaled.It looks like their "fix" to the random scale values it's been doing recently, was to default to the last scale value you specifically INPUT, as opposed to the last scale value that you actually USED (which might have been input specifically, or might have been from a freehand scale).
Please bring THAT back. We want it to remember the last scale value USED. This is really messing up my workflow and productivity not being able to repeat the random eyeballed scale

I have the same issue in Illustrator 25.0 (2021) but only since upgrading macos to Big Sur.

I'm having the same problem. Just appeared in Illustrator 25 (2021) for Windows 10. Absolutely crazy values - negative scaling for example. Seems to be some compatibility issues with the math coprocessor (or?). Really need this fixed.
Good idea until the fix is to never have preview turned on. -

This appeared after in the 2021 update and I thought it might be fixed by more recent iterations, but every time I use the transform tool be it scale or shear or rotate, it does not remember the last value and goes to a random value. Now this would not be such an issue but I have files that are complex and if it goes to some crazy value it basically makes Illustrator unresponsive.
