Toplayers in layer panel flip open when opening files, even after closing them when closing the file.
Files with a lot of layers that have sublayers should keep their toplayers 'closed' to keep things orderly and manageable. Now every time I open a file, AI flips most (not all! why?) toplayers open, thereby showing all sublayers, making the layer panel a superlong list and cluttering view. I always have to start by manually closing them all again. rinse and repeat after closing the file.... There seems to be no structure as to which toplayers get flipped open and which stay closed, so it is not a pref setting it seems.

It’s still a thing.
Here’s a simple test. Watch the attached GIF and try to follow the steps below with the attached document.1. Open the file attached. It has no object but a structure of nested layers. Top layers are named with 'TOP', and two more nested levels have 'MIDDLE' and 'BOTTOM'. Notice all of these are unfurled, expanded.
2. Collapse EACH. Curse a lot. Upvote this request: Create a Collapse All Layers button (with an assignable hotkey) — http://illustrator.uservoice.com/forums/333657/suggestions/42451084 (holding Opt/Alt works for collapsing only sublayers for a single top layer, not all of them in a document!)
3. Make a change in the document, like a new layer, to force Ai treating the document as unsaved
4. Save the document, open the document back
Ai will expand some or all of the layers — and I can’t still understand why some get expanded, while some others don’t! -

When I collapse all layers, save, close, and reopen, ALL LAYERS AND SUBLAYERS ARE AUTOMATICALLY EXPANDED!!! It should remember the state of ALL layers, without regard to whether it is a sublayer or not. The USER COMMUNITY have been asking for a fix to this for at least 10 years!

I have the same problem, really irritating when you have a file with a large amount of layers and every time you open you have to close them all again - PLEASE FIX.
