The fact that the lines are visible even when merely placed raises suspicions that a bug may still remain in the PSD importer of the Mac version of Illustrator.

Artboard border issue was fixed. The Grid and Guides disappearing issue has been pending. Let us know of any other issues which you observing at your end.

As stated at https://community.adobe.com/t5/illustrator-discussions/color-difference-between-cpu-gpu-previews/m-p/13322063, this issue is a Mac-only problem for Ventura on Silicon chips.
A workaround for now is to use CPU preview or run the app using Rosetta or open as Intel or roll back to Monterey.

The Ventura 13.1 update seems to have repaired this problem.

I am happy to share that we have fixed this bug in our latest release – 26.3.1 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.2

I 100% agree.
PDFs should be exported as snapshots, and the previous method of selecting file formats from the save menu was quite odd. However, the implementation in build 28.6 also feels quite strange. Who would notice PDF export buried so deeply in the menu hierarchy?
Despite having an application with a clear UI like InDesign, I cannot understand why this design choice was made.
