Persistent Toolbar Rich Tooltips
Tooltips are particularly buggy when using more than one monitor, they tend to persist and keep animating whilst users are attempting to focus on what they are doing within the interface.

Just in case — we can disable these in Preferences > General, by disabling Show Rich Tool Tips.
It’s not a fix to the broken behavior on several displays, but a mere workaround. -

In my preferences, I have "Show Tool Tips" un-checked. However I am getting interrupted with tool tips when doing stuff. Stop being so pesky!
