I am happy to share that we have fixed this bug in our latest release – 26.1.0 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

I found that in CC 2019, this doesn't work if multiple text objects are selected, but it does work for me if one object is selected. Alternatively what I've been doing is right-clicking on the text style or paragraph style in the libraries pallet and adding to the document's styles, then using those to change multiple selected text objects to the desired style.

Does Object > Shape > Expand shape do what you're looking for? I experimented by drawing a rectangle, then using the live corners widgets to change them to a random radius size. Using the above menu command removes the widgets and changes the object from a "Rectangle" (in the layers pallet) to a "Path" object.
Bonus, if you need the widgets back, just go back into Object > Shape > Convert to shape and the widgets come back.

It looks like you have Align to pixel grid turned on. Turn that off and see if what you're expecting to happen works as you think it should. It's the little sideways U shape next to 3 squares at the top-right corner of the application window.

One of our first troubleshooting steps based on something our IT guy found/heard somewhere was to uninstall fontbase, but that did not fix the issue for us at the time. I suspect it has something to do with the fontbase associated files which were located in the Adobe CEP extensions folder before we deleted it. I don't believe that folder was deleted when we uninstalled fontbase.
The folder has since been re-created by fontbase on my system, the folder is called "com.fontbase.activator" on my windows 10 workstation. Contained therein are the following items (bottom two are files, the others are folders):
CSXS
html
js
jsx
META-INF
mimetype
package.json
The folders contain various javascript, xml and html files.
It was also noted that we did not experience any issues until we upgraded fontbase to the pro version, for what it might be worth to anyone.
to mathewm, I an currently unable to reproduce any issues listed, including with object > path > offset path.

We've now been seeing that a different user logged in with a 'fresh' account and preferences *on another user's workstation* does not experience the issue, whereas they do on their own workstations:
User A has this issue.
User B has this issue.
User C apparently does not, or has not reported experiencing the problem.User A logs in to User B's machine (windows 10 sets up new account / illustrator prefs, etc..) Issue does not manifest.
User B logs in to User C's machine (same as above), issue does not manifest.Both User A and B continue to see the issue on their own workstations.

Yes MatM, I had read the latest at the forum. I have been able to verify that the drawing issue only seems to manifest when more than one document is open.

I have read over the post linked below. We here see similar/same issues, and we have fontbase. I believe our IT dept attempted a fix by removing/deactivating fontbase somehow but it was determined not to rectify the issue on that machine..

We're seeing this issue at my workplace as well, last I heard a downgrade to CC 2019 23.0 fixed the issue for at least one of our users, but he lost all of his preferences in the process.
There also seems to be an associated bug with the move / selection tools and the dialog boxes accessed when double-clicking them (the "Move" dialog):
1. Sometimes the click-dragged object will randomly snap back into its original position, as if the user 'dropped' it and immediately executed an undo command.
2. The 'preview' checkbox/feature on many dialogs (scale, move, etc) will bug out; scaling from 100% down to 75% with preview on works, but then entering 100% again scales *down* again instead of back up to 100%. Similar issues with the Move dialog.Lance

@Cesar, I know it isn't ideal, in fact it tends to be infuriating, especially since 'smart' guides are usually much less than 'smart'. I find they often try to assist you in aligning your object to something completely unrelated on the other side of the document, especially on a busy artboard(s).

The workaround is to disable smart guides temporarily, ctrl/cmd+U is the keyboard shortcut, or find it in the View menu.
With smart guides on the "shift to constrain" acts really weird, and as you say the user must drag exactly along the line of the angle they wish to use or else the object snaps back to its original position. Turning off smart guides makes the "shift to constrain" work as expected.

there are two issues in this post
1. Users want this feature to work on multiple monitors.
2. Users want to have a view actual pixels for web drawings.for #1 please vote here: https://illustrator.uservoice.com/forums/333657-illustrator-feature-requests/suggestions/35799382--actual-size-should-work-with-multiple-monitors
for #2: we have an option to disable – You have to go to Preferences > General and uncheck “Display print size at 100% Zoom”.

Actual size (Ctrl+1) in illustrator CC 2019 gives me a 1" square displayed as 1.125"
I used to be able to set my screen pixel density in preferences to get the on screen ruler to match up with a physical ruler held up next to the screen ruler, but the new automated thing where Illustrator is supposed to get that data from the OS doesn't seem to be working correctly in all cases. It did on my old monitor, which was a 27" dell. The new ones our company gave us yesterday are 32" LG monitors.

It’s dangerous to call things Smart... When they behave dumb, the name sound like an insult. Sadly, this is the case.
Please provide more specific cases, with video proofs, ask you colleagues to share and vote, to move this further. This is the way to force changes to things that are broken — be vocal and persistent. Thank you all and let’s hope we get heard.

I'm not certain what was supposedly fixed in CC 2019, but nothing seems to have changed according to my testing. Perhaps the folks at adobe were testing very simple files rather than something with many layers and thousands of individual objects all over the artboard and/or drawing area? I still see 'smart' guides 'snapping' to things clear across the screen from the intended object.

As noted in comments the problem is most probably in the enabled Align Art to Pixel Grid option, in the right top corner. The grid is disabled, but the snapping occurs. There are some changes planned to streamline this workflow, because this is very generic problem.

Can't comment on the guides, as they're generally known to be a little wonky sometimes (more later) but the other issue you have *might* be due to "align to pixel grid" being turned on: There's a little sideways U shaped icon with it's open end pointed at 3 little blocks, look up at the very top-right of the application window, close to the close X and minimize buttons (on Windows machines). If it's on, it'll mess with precise alignments. Well.. they're precise to the pixel grid anyway, but probably not precise as you intend. I leave it off personally.
More on the guides... I usually look for the highest/furthest anchor point and drag a guide to that until I see the snap cursor. That works as long as the furthest edge of the vector object actually has an anchor point, if it doesn't then you're at the mercy of Illustrator's wonky guides.
Looks like a bug in the Properties panel specifically. Does not affect the Control bar though.
Testing: After having constrained proportions *turned on* at shut-down of existing session: open illustrator, create new document and make sure the control bar and the properties panel are both visible. The ‘constrain porportions’ chainlinks button will show as selected/turned on in the control bar but not in the properties panel. Properties panel will behave according to the setting in the control bar.
I never noticed because I don't use the properties panel for anything, since it's always been a complete garbage waste of screen real estate.
