"New Document" window doesn't scale on Windows 10
On Windows 10, the "New Document" window (reachable from the "Get Started" window by pressing "Create new...", for example) doesn't scale according to the scaling set in Windows display settings.
Set to 250% (Windows recommendation), the window looks fine.
Set to smaller values, the content doesn't fit in the frame. See attachment (200%).
Please get in touch with us at any of the other support channels – https://helpx.adobe.com/support.html . Since this is not a generic issue that we can reproduce at our end, we will need someone to look into your machine to figure out what is going on here.

Same here:
My new document box has made Illustrator completely unusable. Started in latest version.
My setup:
- Using dock (with seperate screen attached QHD)
- Windows 10 Pro
- Latest cloud versionscreenshots:
https://www.dropbox.com/s/hq1poxwpvg5h76n/Capture_Illustrator.PNG?dl=0This happened, in less dramatic form, in the past. But then it was resolvable when switching the illustator screen to the other screen back and forward.

I am having this with the latest Illustrator update on Windows 10 Pro. It is consistent regardless of login or restart or preference updates.
Whenever I want to create a new document the settings panel (with all the preferences for file type, color space, size, ect) is visible just enough to know it's there (30 px) but is cut off past that any resizing the "New Document" dialog box does not reveal any more of it. This makes it impossible to use. I always have to workaround by selecting from the visable options which are usually PRINT > Letter and then go back to file options and make all the necessary changes. Very annoying and a time waste. Hope this helps and that you can fix the problem soon. Thanks,

I am having the same issue. The window opens so large that I can't view the print menu off to the right. There is no scroll bar.

Thanks for reporting the issue.
I am not able to reproduce the issue.I request you to kindly share a video of the same.
Also i want to know which Windows system you are using?
And one thing you can try to quit Illustrator, log out and log in and Launching Illustrator again after changing the display setting. Thanks,
