Artboard size not working

Hi,
Having issues with artboards, including some listed earlier. Today's new issue:

Created an artboard 490px x 490px. Instead the artboard size is 490px x 489.6px.

Try to resize artboard, but the action doesn't take. See video.

Illustrator CC 2018 20.0.1

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

    The latest version available in Creative Cloud is 22.1, there is no 23. The fact that you cannot size an artbboard to eights or sixteenths of an inch is ridiculous. And that you can resize some artboards in a file but not others is even worse. Why after so many versions is something that is so frustrating not fixed?

    Having the same issue. Resizing the artboard fails. Tried inputting numbers in the properties box, grabbing the edges of the artboard frame. Nothing works. VERY frustrating and time-consuming.
