"Open" window loads blank and duplicates

Issue Description
When I try to open files using File > Open… or the shortcut Cmd + O, the “Open” dialog window does not appear immediately. Sometimes it takes several seconds, and other times it takes minutes before it shows up.
Because of the delay, if I press Cmd+O again or click File > Open repeatedly, Illustrator eventually opens multiple overlapping blank windows. These windows appear with a dark/empty content area and no file information loaded.
They also become unresponsive for a while.

Steps to Reproduce
1. Open Adobe Illustrator 30.0.
2. Go to File > Open…, or press Cmd + O.
3. Wait for the dialog to appear (it delays significantly).
4. Press Cmd + O again thinking it didn’t register.
5. Illustrator eventually opens several overlapping empty windows.

Expected Result
The Open… dialog should appear instantly, in the usual macOS native window, showing recent files, local files, and cloud documents.

• The Open window takes several seconds or minutes to appear.
• Multiple windows appear if the command was pressed more than once.
• Windows open blank with no content loaded.
• The app becomes unresponsive during this delay.
The team has identified an issue for a small subset of users who are on the Windows operating system and also have their network traffic routed through a proxy.
A temporary solution to this issue is the following:
- Open up PowerShell
- Copy and paste the following commands:

& '.\Illustrator.exe'This command navigates to where Illustrator is installed and informs the application to use the system's proxy settings, then opens Illustrator.

In addition to verifying network configurations and firewall settings, please ensure that the following process on your operation system is allowed to operate unencumbered/not blocked:
Windows: "msedgewebview2.exe"

My name is Connor and I am a software engineer who works on the Open functionality in Illustrator. I have some additional information that may help in resolving the problems you are seeing.
First, I’d like to check your network settings. Our network guidance page was recently updated (please see: https://helpx.adobe.com/enterprise/kb/network-endpoints.html), and it now says that shared-components.adobe.com must be allowed through all firewalls and DNS filters.
Please confirm or ask your IT Administrator to confirm that this sub-domain is allowed for all Adobe applications used in your organization.Second, please try opening the Asset Browser in a few other Adobe products. We want to know if adobe.com/files loads correctly in your computer’s default web browser (Safari on macOS, Edge on Windows).
Also, please check if the Files tab opens correctly in the Creative Cloud Desktop app. A screenshot of the steps is included below if needed.If one or both of these tests fail, it likely means the issue is caused by your network settings.

Hi, thanks for the suggestion. I checked and my Safari was already up to date.
The problem continues: when selecting File > Open… the dialog takes several seconds (sometimes minutes) to appear, and if I press Cmd+O again, Illustrator opens multiple blank overlapping windows that don’t load any content.
Additionally, the behavior is intermittent.
Sometimes the Open… dialog appears immediately, but other times it doesn’t. -
Bárbara, can you try updating Safari browser to latest version/update and let us know if that resolves the issue?

I’m not fully sure when the issue started, but it seems it began after updating Adobe Illustrator to version 30.0. I also recently updated macOS to Tahoe, so the problem may be related to one of these updates. I can’t confirm the exact trigger.
Dragging and dropping files does work, but it’s not a practical workaround for me because most of my files are stored in Adobe Cloud, so I depend on the Open… dialog to access them. That dialog is the part that takes several seconds or minutes to appear and sometimes opens multiple blank overlapping windows.

Bárbara, when did is start happening? After the upgrade to Tahoe? After upgrading Ai?
Are you still able to open files with drag-n-drop?
