Illustrator plays a <ding> sound when trying to move objects
I am attempting to move a vector object from one side to the next using my mouse. While selected, I attempt to move the object with my mouse and I am hearing a "ding" (as if there is a message pop up) and nothing. The object will not move (The layer is not locked), and there is no error message. The object will only move with the keyboard keys. Please help! I recently upgraded to CC2018.

Did what Nate Davis suggested & it worked!! ...."If you are running windows 10, here is what worked for me. I did a full shutdown by holding the "shift" key and selecting "shut down". When I turned my PC back on and started up Illustrator I had full drag ability again".

Cannot move any objects with the selection tool (V)
It signals the windows "ding" that usually sounds when you cannot click on something for some reason.I tried the usual stuff - opening/closing, hitting escape, restarting - no luck. Should I completely reset illustrator?
Here's what I was doing before the bug started. I just installed PS and was moving a PNG into Ai, rendered from PS. I couldn't find an import button in the file menu of Ai, so I looked up how to import and read that you should hit ctrl shft P - it was soon after these activities the issues began.
Thank you for the wonderful products aside from this bug!
(Also - for the love of god, make handles and anchors bigger. Not everyone has such a stready hand - you have to consider a diversity of people. At least create an option to make the anchors MUCH larger than the current options allow)

This is the second time this has happened to me! It's driving me nuts. I can't remember what I finally did last time to correct the issue. Absolutely nothing is locked. I tried updating Illustrator and restarting a few times with no luck. This is ridiculous. I need this so that I can do my job, but there's always some stupid bug ruining the day.
