Maintain Width and Height proportions lock button in Properties panel behaves as if locked, while the button is not pressed
The Ai I'm running has this strange bug where upon making a new document the Transform section under the Properties Panel will have the 'Maintain W & H' lock activated; however the icon does not indicate as such. It will show the function as in active.
So every time I were to scale an item with no intention of keeping it's initial proportions, the function will scale it proportionately.

still not fixed. i am getting things that are off more than a 0.25 inch which is crazy. such a frustrating bug when trying to use this program in the printing industry.

Whenever I input a size for an object, the value returns the wrong one. I specify 8 x 8 inches, and it generates either 7.999 x 7.998 inches, or 8 x 7.999, but never gives me the correct size. It doesn't take the correct size if I resize it to 8 x 8.

I'm having this exact same issue. I thought I was going crazy. Was almost ripping my hair out trying to fix this until I came across this post. This is a serious issue.

I fixed it by restarting the machine. Open a new AI file, click in the height box, press Ctrl and Shift and scroll. Then exit, enter the drawing file and it works normally again

Please make sure it also works when you hold the alt key (for tenths of units increments). This is where it always fails now, regardless of whether you have locked and unlocked before.

Not fixed.
Please anybody check this for me:
1. Select an object
2. Disable Constrain Proportions
3. Put cursor in a Width or Height field (Control or Transform or Properties)
4. Press Ctrl+Up/Down arrow (to change by a fraction: 0.1px or 0.5mm, depending on units)
Should change only this value, but the other get changed too, as if the Constrain is on. -

This has not been fixed. Plus, the arrow up and arrow down increments start reversing as well in the transform palette after some time. This is ultra-annoying. This has been in the product for five years. Please fix this.

This was *never* fixed. Let me be more precise:- it was never fixed for cases where you hold the cmd-key (on macOS) to increment by a tenth of a unit. It will always increment both values.
This used to be possible but has been broken for at least 5 years now.

It may have been fixed in 23.1 release but is now again doing the same thing in 24.1.1 release. Would it be possible to correct this opportunity on all new releases going forward?

Looks like a bug in the Properties panel specifically. Does not affect the Control bar though.
Testing: After having constrained proportions *turned on* at shut-down of existing session: open illustrator, create new document and make sure the control bar and the properties panel are both visible. The ‘constrain porportions’ chainlinks button will show as selected/turned on in the control bar but not in the properties panel. Properties panel will behave according to the setting in the control bar.
I never noticed because I don't use the properties panel for anything, since it's always been a complete garbage waste of screen real estate.

Seems to be a problem one way only. If you lock proportions, and enter a figure and press enter, works fine. While you still have AI Open, if you open a new file or existing file, still works fine (proportion still locked, so it is not file specific). If you "exit" / "close" Illustrator, and open AI, either from a file directly or Creative Cloud, it show unlocked, but it is not. You have to click twice on the icon to reset it to unlocked. Ugh.

May I add that there is a bug with adjusting values when a modifier key is used? If one of the unlocked dimensions of an object is incremented via arrow up and cmd is held to increment by 1/10 of a pixel, BOTH values are incremented, just as if the lock was engaged.
