I am happy to share that we have fixed this bug in our latest release – 25.2.3 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

An error occurred while saving the comment Michael, the blur does not scale when any scale/transform panel is used.
But it does scale when Effect > Distort & Transform > Transform... is used to scale.An error occurred while saving the comment It scales only when the Transform Effect is used (with the Scale Stroke and Effects option checked).

An error occurred while saving the comment Alexey Korepov, that is correct. In a PDF, repeating content can be stored only once as a Form XObject. Static Symbols in Illustrator behave like this. Dynamic Symbols are unfortunately stored as multiple Form XObjects, defeating the purpose.

Adobe. Make It an Experience.An error occurred while saving the comment Emulate Illustrator 6,0 will likely give you more problems than it will solve. It turns off color management and will give you unexpected colors when you export or copy from documents with these settings.

I am happy to share that we have shipped the Bullets and Numbering in 26.4 update for Illustrator. It’s a phased rollout so you may not see 26.4 update yet but it would rollout globally in a day or two.

An error occurred while saving the comment The Preferences option to set the behaviour of the Zoom tool was a good attempt to get back the traditional behaviour.
Many users like both zoom to selection and the traditional zoom.
Why not add a shortcut for that instead of having to go to Preferences to change the behaviour?
Zoom Cmd (Ctrl) +
Zoom to Selection Cmd (Ctrl) Alt +
(and the - versions of those). -

Yes, it is not a very good workaround, once you expand the appearance, it makes the result fixed into an image.
