The current workaround for completely eliminating 'Recent' section in font list is to set '0' in Preferences > Type: Number of Recent Fonts.
But since it’s stupid, please add votes to make it work properly.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback. Keep it coming!
An error occurred while saving the comment Anonymous commentedUpdated to version 23.0.6. today and the problem seems to be fixed! Gasp!
Would have been great if you'd have fixed it years ago, but thank you anyway, lol ;–)An error occurred while saving the comment Anonymous commentedI commented below on June 13. I've noticed that the problem occurs when the shape is a standard shape, like a circle, square etc as opposed to one drawn with the pen tool. I have attached a video which shows an example of this. I'm sure is related to using a Wacom pen tablet.
An error occurred while saving the comment Anonymous commentedI am also still having this problem even though I've updated my Illustrator today to the latest version. Can't believe the problem has been going on so long - it must be years now! Really, really frustrating when you use Illustrator on a daily basis.
I am using a Wacom Bamboo CTH-460 tablet, Mac High Sierra version 10.13.6 and Illustrator version 23.0.4.
An error occurred while saving the comment Anonymous commentedI too have had this problem for the last few versions of Illustrator - so annoying. Really spoils the enjoyment of using Illustrator. I'm constantly having to zoom right into objects to resize them. I have gone back to using CC5 at home, as it works so much faster and smoother.
At work I'm using a Wacom Bamboo CTH0460 tablet with OS Sierra 10.12.6 with the latest version of Illustrator 22.1 and get this problem occuring. I don't appear to have the problem when using a mouse so must be a Wacom thing.

Hi Everyone, This feature has been available since August 2020 release (version 24.3). Please update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html Thank you for all the feedback.
You can now select multiple layers in Layers panel. Click the bars (they get highlighted blue) if you want to operate layers and not their content (e.g. to drag to reorder) or click their markers to select their content — circle (target ones) or square (selection ones) next to them. There is no real difference which to pick, but if you want to select a range of layers, using Shift, use target markers.

The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.
Please test it and comment back!

An error occurred while saving the comment Anonymous commentedI have the same problem. I believe it is an issue with the Wacom tablet I am using (Bamboo Touch). I have read about the same problem on here from other people. I'm sure Adobe are aware of the problem so hopefully there will be a fix soon.

Great idea Jeremy! In real life, objects rarely hover above a surface. Shadows are attached to the object casting the shadow.
