This issue is fixed in Creative Cloud Desktop 5.2 update.
If you have not updated to Creative Cloud Desktop 5.2 update then you can try restarting the machine to proceed with installation.

commentedStill have this problem with the latest AI update. When the error occurs, the directory 'C:\Program Files (x86)\Adobe\Adobe Illustrator CC 2018\Support Files\Contents\Windows' exists like the error text describes, but this directory cannot even be deleted manually. It has no owner. Taking administrator ownership is not possible. Restarting the PC solves this. After that, installation goes smoothly.

commentedGuys, please fix this problem. It's been happening regularly with updates for over two years. You need cleaner update install processes...pretty basic stuff. It's the only program in the suite that runs into this issue.

commentedI tried this and it worked: https://helpx.adobe.com/uk/creative-cloud/kb/troubleshoot-download-install-logs.html#moreinfo - find your error code in the table. Delete the log file in path (installog.txt), restart your pc / mac, then install Ai.

commentedAfter trying to install update 23.0.2.567 followed by the error, Illustrator is no longer available on my PC. Was fixed as described by another user: uninstall, reboot, reinstall.

commentedSame problem here with update 23.0.2.567. I tried to delete the target directory 'C:\Program Files\Adobe\Adobe Illustrator CC 2019\Support Files\Contents\Windows' via Windows Explorer, but access is denied.

commented@kai, This is how I fixed it in Windows... 1) Uninstall Illustrator from "Add or remove programs" (just type that in the search bar)
 2) Reboot <- critical
 3) Reinstall from Creative CloudSimple, but unnecessarily annoying since I haven't had this happen to any other Adobe app EVERY time it's updated.

kai commented I have been waiting to be helped on Chat Support. Its been 3 hours of wait with 3 people transferring me to the wrong department each time. The issue is not fixed yet. Can somebody tell me specifically what needs to be done? What did the support from Chat do? Anyone remember?

commentedFixed: I had to use the CHAT option with customer support... they remote controlled my pc and fixed this issue. Probably took 20 minutes waiting to get helped and 20 minutes for them to complete the fix, restart my comp, and reinstall the app.
