OMG... now me too. Was fine fine fine... then just STOPPED!
Made me think I accidentally hit the wrong key combo somewhere to make it just stop so suddenly, but I've tried everything to get it back and nothing.
HOW FRUSTRATING!

FIX the spacebar PAN tool in Illustrator! I don't want to use another key for panning..
And please for the love of all that is beautiful do not allow updates to make changes to our hotkeys and interface settings.

I'm not sure what action fixed this as I just tried it today and didn't restart my Mac or anything it just start working for Illustrator and Photoshop too. So thanks good lord hahahahaha finally! Alleluia :D

I resolved this issue by restarting my mac in safe mode (hold down shift after start up boom and release when the apple logo appears) then open illustrator, check space bar quick hand tool works. quite illustrator then restart mac again normally. When I opened illustrator the hand tool (space bar) was working again :-)

This just happened to me this morning. I have updated to the latest Illustrator CC2019 and the spacebar still doesn't work as a quick hand tool.

I agree with others, it is NOT RESOLVED, this bug still live in CC2017 too, after safari close handtool arise for spacebar. Do you think it is normal?

My space bar doesn't work even when I close Chrome. I have no idea what to do.

This happened as soon as my IT department installed Webroot on my mac. If you click the green "W" logo at the top of your screen and click "Pause Secure Keyboard Entry" that fixes it.... at least that's what worked for me and my team.

Yes this is so frustrating as pressing spacebar we don't have any option for hand tool anymore. Give me a Hand :D this suck *** as I'm using Photoshop 2019 and Illustrator 2019 and it does not work on both.
It makes our professional work triple the time..... O M G please fix this!
p.s. I'm using Mac just so u know I'm not sure about Windows

Just had my daily hand tool failure, and I then tried shutting down every other running program one by one, except for Illustrator, to see if anything else could be causing the problem. This solved nothing, space bar hand tool still broken. Restarting computer again...

The culprit for me was Webroot for Mac. Shutting down Webroot solved the problem.

Hopefully that one will get Adobe to look into this further.

Almost every day, at seemingly random times, the Space Bar will stop working as a shortcut for the Hand Tool. For as long as I have been using Adobe Illustrator, pressing the Space Bar has activated the Quick Hand Tool, which I use all the time for moving around inside an Illustrator file. It just stops working, and pressing the Space Bar suddenly does nothing.
There is another Bug for this same issue (marked as Resolved), which mentions that closing Chrome and/or Safari seems to fix this problem for some people. Not only is that not a good resolution to the issue, but it does not work for me (and many other people in the "Resolved" bug). The only way I can restore the Space Bar - Hand Tool functionality is to completely restart my computer, which has a huge impact on my work productivity, EVERY DAY.
This has been going on for months now, and commenting on the "Resolved" Bug is like screaming into the void. There are at least 44 unanswered comments about this problem since it was marked as Resolved (only 2 from me). PLEASE HELP US.
I am using macOS Sierra Version 10.12.6 and Illustrator CC Version 23.0
