I am experiencing the exact same issue, only workaround that I've found is to keep restarting Illustrator.

Having the same issue. Creative Cloud open, signed in, up to date, opened Illustrator from there. Illustrator Library says not signed in.
I've tried quitting/force quitting from Activity Monitor as suggested in another post, still nothing.
Any ideas?!

I have signed out and in a dozen times, rebooted and Illustrator will not recognized I am signed into my cloud account, so now I cannot access my libraries.

End Tasking the CC Libraries process seemed to correct the problem.

Same - or similar, at least - issue. I have the CC app running and am signed in. Opened Illustrator from the CC app. Under help, the Sign out/Manage My Account options are grayed out and the Libraries panel says I need to sign in. This is after a recent reboot.
Windows 10. CC apps all updated to current version. -

Please try by quitting the CC Libraries process from the Task Manager on WIN / Activity Monitor on MAC
