Smart Guides not working
I have Smart Guides enabled and Snap to Point enabled. Neither are working. Frustrating.

I have a solution. Adobe can rewind and delete 2019 versions of all their software and stop peddling this garbage to us. Illustrator and Photoshop are a buggy nightmare. UGH. Along with moving everything around. JUST LEAVE IT ALONE IT WAS WORKING FINE.

My problem is that i have show grid and snap to point but if i move the object to the point it teleports away from the center point...

i am still experiencing this issue on 23.0.1.
Turning off 'snap to grid' does make my smart guides work properly again (all, thank you for that). I recall all snap options working cooperatively in previous releases.

I had the same issue too, turned off Snap to Grid nothing worked, until I realized Show Guides wasn't selected. All it is is under View > Guides > Show Guides. Hopefully this helps everyone!

Same here, super frustrating...i have never had any issues with this with previous versions but after the latest update the guides act and behave irrational, sometimes some of them work and others wont...please fix this i want to be able to rely on Illustrator to work perfectly when i need it, now it puts me in a bad spot as im not able to do precise work for a christmas deadline!

I had the same issue and determined that smart guides do not work when "Snap to Grid" is turned on... make you turn it off then smart guides will work...

Smart Guides are visible for me but I can't get my shapes to snap together exactly.
At 100% everything looks fine but when I magnify the shapes to 200%, 300% or more, they're not snapped together exactly, they're overlapping with the shape underneath slightly exposed (looks like a white line that doesn't belong). When I try to align them exactly in a higher zoom magnification mode, like 600% or 300% or even 1200%, they look fine at whatever zoom mode I'm in but when I zoom out or zoom in further they're misaligned.
When I try to get them to line up exactly by selecting points and using the Transform palette to get the exact position and apply it to all the points I want to line up, it will appear to do it but then when I zoom in or out, they appear to not be aligned.
I have turned off "snap to point" and "snap to pixel" and "snap to pixel grid" after trying all the different settings - this is really a problem since the shapes I'm making need to be exactly where I put them in order for my design to work.
I am using an older 64-bit PC with Windows 10 installed.
This is really driving me nuts. Thanks for helping me to solve this issue.

I can't create guides from the rulers. Toggling Ctrl+U, or View/Smart Guides does not correct this issue. This really sucks.

Is this issue still being experienced for Illustrator latest released version 23.0.1 as well?
Although, the issue described was not reproducible for previous versions too, at our side.

Possible solution:
1. Via menu 'View' then select 'Smart Guide'
2. Via shortcut Command-U ( Apple )
With windows it is probably:
3. Via shortcut CRTL- U ( Windows )4 Unselect 'Smart Guide'
5. Uninstall and reinstall

Smart guides not working command u doesn't work either, it used to but not working for me anymore. Insanely frustrating adobe. Good thing we pay 600 a year for the software where guides don't work properly. Really delivering for me, the creative cloud is great but stuff like this deserves an immediate fix. Back to eye balling it at 10000000% zoom, great part of the process.

Yep. Same for me. The smart guides weren't working for me so I unchecked them and they started working. Hopefully, this bug will be fixed in the next update.

Command-U seemed to fix it for me, even though I had the menu ticked.
